What is the Empadronamiento — and why do you need it?

The empadronamiento is your official entry in the municipal census register (Padrón Municipal). It is legally required for everyone living in Spain — regardless of nationality, residency status, or whether you rent or own.

Without empadronamiento, you cannot do or will struggle with the following:

Healthcare: Access to the public health system (Tarjeta Sanitaria) requires empadronamiento.

Resident discount: The 75% discount on flights and ferries between the Canaries and mainland Spain is verified through the SARA system, which checks your empadronamiento.

Schools: School places are allocated by address — no empadronamiento, no school place in your neighbourhood.

Benefits: IMV (Ingreso Mínimo Vital), RAI and other social benefits require empadronamiento.

Voting: EU citizens can vote in local elections — but only with empadronamiento.

What documents do you need?

Always required:

1. ID/Passport — DNI, passport or residence card (NIE card)

2. Proof of address — one of the following:

   • Rental contract (contrato de alquiler)

   • Title deed (escritura de compraventa)

   • Recent utility bill (electricity, water, phone) in your name

   • Or: Written authorisation from the property owner + their ID

3. Hoja Padronal — registration form, available on-site or downloadable online

EU citizens additionally:

4. Certificado de Registro de Ciudadanía de la UE (the green NIE document)

For children:

5. Birth certificate or Libro de Familia + both parents' signatures

Step by step: How it works

Step 1 — Book an appointment. Go to the Ayuntamiento de Las Palmas website (Las Palmas) and book a Cita Previa for empadronamiento. Alternatively, go directly to the Oficina de Atención a la Ciudadanía at Calle León y Castillo 270 — there are walk-in times, but an appointment is faster.

Step 2 — Bring your documents. All originals plus copies. Especially important: your proof of address must be current. An expired rental contract won't work.

Step 3 — Fill in the form. The Hoja Padronal is filled in on-site or you print it beforehand. All adults registering must sign.

Step 4 — Get confirmation. You receive an immediate Volante de Empadronamiento — an informational document confirming your registration. For official purposes (government offices, courts), you need the Certificado de Empadronamiento, which costs approximately €7.66 and takes a few days.

Online option with Certificado Digital

If you have a Certificado Digital or a DNI with chip, you can complete the empadronamiento entirely online through the Ayuntamiento's Sede Electrónica. This saves a trip to the office — but is rarely an option for newcomers, since the Certificado Digital requires in-person identity verification first.

Other municipalities in Gran Canaria

Not everyone lives in Las Palmas. If you live in Maspalomas, Mogán, Telde or another municipio, you must register there — not in Las Palmas. Each municipality has its own office and appointment system. The documents required are the same everywhere.

Common mistakes — and how to avoid them

Mistake 1: Rental contract not in your name. Solution: bring a written authorisation from the landlord plus a copy of their ID.

Mistake 2: Forgetting to update empadronamiento after moving. The old registration is not automatically deleted — you must actively register at your new address.

Mistake 3: Only keeping the Volante. The Volante is informational, the Certificado is official. For flight discounts, government procedures and legal matters, you need the Certificado.

Mistake 4: Not registering children. Minors must also be empadronados — both parents must sign the Hoja Padronal, unless one parent has sole custody.
