Padrón, volante, certificado — briefly explained

First, the key term. The padrón is the municipality's register of residents, and the empadronamiento is your entry in it.

Two documents come from this register that you will need again and again. The "volante" is the simple registration slip, the "certificado" the official, signed version.

What the empadronamiento lets you do

Little happens in the Canaries without the padrón. It is a prerequisite for the health card, school enrolment and many benefits.

A document of its own is the "certificado de residencia" — it secures the resident discount on flights and ferries. In San Bartolomé de Tirajana it can be obtained directly online.

The one hurdle to clear first

"All automatic" is almost true, but not quite. Digital retrieval only works if you can identify yourself electronically.

For that you need a digital identity: the FNMT's certificado digital, the electronic ID (DNIe) or the Cl@ve system. Once you have set this up, you usually get the certificate afterwards immediately and without an appointment.

The first registration (the "alta") or a change of address may, depending on the municipality, still require documents or an appointment. For simply retrieving a certificate this is generally not the case.

How to get your certificate in your municipality

In Mogán you retrieve certificates and volantes automatically by mobile or at self-service kiosks in municipal buildings; the sede electrónica is reached via mogan.es, service phones are 928 780 076 and 928 158 800, email [email protected]. In San Bartolomé de Tirajana (Maspalomas, Playa del Inglés) everything runs through the sede electrónica at maspalomas.com; with a certificado digital you get the document instantly, and the certificado de residencia for the travel discount is online there too, phone 928 723 400. In Santa Lucía de Tirajana (Vecindario) you find the trámites at santaluciagc.com; here you can log in with Cl@ve in addition to the certificado digital, which lowers the hurdle, phone 928 727 200 or 010 from within the municipality, the OAC is at Avenida de las Tirajanas 151.

What to bear in mind

Before any step, check whether you really need a certificado (official) or just a volante (informative), as not every office accepts both equally. Special proof and authorisation rules apply for minors and for people not registered at the same address. Some municipalities charge a small fee for the volante, while elsewhere the electronic retrieval is free. The details on your municipality's official sede electrónica are always decisive; the numbers and addresses given here may change.

Outlook: soon standardised nationwide

It is worth looking ahead. The south was early with digitalisation, but the topic will soon be standardised nationwide.

The statistics office INE is building a central "padrón online" system for all of Spain between 2026 and 2029, with the first pilots from mid-2026. The aim includes registration by electronic signature and a uniform service, regardless of the municipality.
