The table has a residence column

What was published is only paragraph 4.1, the tariff list, and almost every line separates "Residente" from "No Residente". The surcharge varies widely. For single entries it is largest for children: 4.28 against 7.13 euros is 66.6 percent more, while adults pay only 17.8 percent more at 8.07 against 9.51 euros, and groups 27.5 percent. For hire the gap widens: a tennis court costs non-members 5.71 euros with registration and 10.45 without, a seven-a-side football pitch goes from 20.43 to 36.59 euros, and physiotherapy at the Palacio from 10.28 to 20.56 euros, exactly double. It does not apply everywhere: the glass padel court, the enrolment fee, access cards and the car park carry no residence column.

Against March 2025: about 1.7 percent, and one padel court

What is new is mainly an uprating. The table in force until now comes from gazette no. 27 of 3 March 2025; compared line by line, almost all the new amounts sit 1.64 to 1.72 percent above the old ones: 4.21 becomes 4.28, 7.01 becomes 7.13, and the monthly adult membership goes from 35.98 to 36.59 euros. The residence column is therefore not new. Two lines break the pattern: the wall padel court now costs resident non-members 13.78 euros instead of 9.87 (39.6 percent more) and non-residents 17.11 instead of 10.97 (56.0 percent). The Palacio's health services, its court hire and several ancillary charges are unchanged. The notice offers no justification; it consists of tables.

How residence is actually proved

The ordinance does not say. It does not define "resident" and names no document or procedure. The only clue is paragraph 4.2, which was not amended today: the tariff reflects the nature of the service, the type of user and the time of use "as well as, in some cases, whether or not one is resident in the municipality of Arrecife". That means the municipality, not the island of Lanzarote and not the Canaries: on the wording, someone living in Tías or Teguise sits in the same column as a holiday visitor. In practice the proof is set by the concession-holder that collects the tariffs under article 6: on its site pdmarrecife.es, Clece FS requires for every membership a "valid DNI, bank account ownership certificate, certificate or volante of empadronamiento (to be obtained from the Ayuntamiento de Arrecife)". For a single entry at the desk nothing is published.

What the two facilities actually are

The tariff list describes them better than anything else. The Parque Deportivo is a sports centre with an indoor pool: paragraph 4.2 mentions free lanes in a 25-metre pool, a leisure and therapy pool, a thermal area, a weights room and a ludoteca. The hire lines add 11-a-side and seven-a-side football, tennis and padel courts, swimming courses, classes from aerobics to martial arts, physiotherapy and a car park. The Palacio is above all a hall: the indoor multi-sport court is hired whole or by halves, with or without floodlights, at 7.48 to 26.63 euros an hour. In a piece published by Canarias7 on 3 January 2026 and marked as sponsored content, Clece FS said the Palacio had reopened after more than twelve years closed; the two centres are two kilometres apart.

When the tariffs apply, and why that is open

The notice gives no date. It refers only to article 70.2 of Law 7/1985, which ties entry into force to two conditions: publication of the full text and expiry of the fifteen-working-day period in article 65.2, which runs from communication of the agreement to the state and the regional government. The ordinance's own final provision, published on 3 March 2025, says it enters into force "on the day after its full publication" in the gazette, which on its own wording means Saturday 3 October. If the article 65.2 period already ran after the March council meeting, it expired long ago. If the fifteen working days are counted from today, our own count — excluding weekends and the 12 October public holiday — gives Monday 26 October. Which reading the town hall applies is not published; if in doubt, ask the Ayuntamiento de Arrecife.
