What specific measures is Fecam calling for?
The Federación Canaria de Municipios (Fecam), the association of Canary Island municipalities, is calling for stronger regulation of the rental market. Its president, María Concepción Brito, who is also the mayor of Candelaria, made the case on 6 October 2026 before the Canarian Parliament's committee of inquiry into child poverty.
Fecam wants the Canarian government to declare and manage stressed housing market areas. Only in this way, it argues, could rents be capped. On the day of the report, no specific municipality, ceiling, deadline or application office was named.
Fecam also called for more public housing construction and support for refurbishment. Diario de Avisos mentions delays in tendering flats, but the '2025 plan' detail was not verified.
Which rent and income examples did Brito cite?
According to Brito, individual rooms in municipalities outside the capital cost up to 600 euros per month. The source gave no comparison with the previous month or year.
As an example, she cited a full rented flat at 1,000 euros per month in a town and a household income of 1,400 euros per month. That tenancy therefore works out at roughly 71.4 percent of the stated income; the source did not present it as a statistical average.
Those particularly affected were workers in cleaning, home care and hospitality, whose income according to Brito is often around 1,400 euros per month. Brito said, according to Diario de Avisos: “1,000 euros de alquiler en un pueblo, eso es insostenible para una familia que gane 1,400 euros”.
What would a rent cap mean for tenants and foreigners?
For tenants, this statement does not yet bring any new rule into force. No rent ceiling was approved and no date for its introduction was given.
For foreigners and visitors, there is likewise no new restriction on buying, renting or staying. Brito raised the possibility of limiting flat purchases by foreigners, but acknowledged legal competence issues and difficulties under EU law.
Holiday rental providers and municipalities were given no new deadline or specific enforcement instruction in the report. Brito said the monitoring of holiday rentals increasingly falls to municipalities, without them receiving sufficient funding for it.
Which funding problems is Fecam criticising?
Fecam criticised the fact that the catalogue of social services had been approved but was not accompanied by the necessary financial resources. Brito complained, according to Diario de Avisos, about the frustration of municipalities with the Canarian government over the lack of funding to combat poverty.
She also called for full coverage of the 0 to 3 age group education cycle on all islands. Municipalities were being forced to take on responsibilities that were not theirs.
Brito also said that state funds to fight poverty only arrived at the end of the year and barely covered structural spending and staff costs. Atlántico Hoy links economic and housing stress to mental health, but the funding claim about homelessness was not confirmed.
How have rents developed in the Canary Islands?
Diario de Avisos text was truncated, so these background figures could not be checked. Delete them or check them against the full page.
Which questions about the rent cap remain open?
In particular, the affected municipalities, the permissible rent levels, the legal implementation, possible subsidy amounts and timetables remain open.
No follow-up date or approved measure has been published. As an association of municipalities, Fecam can propose measures and coordinate the position of the municipalities, but cannot itself set a price ceiling.
Setting general limits on private rents depends on the national framework. Spain's housing law provides for stressed areas and reference mechanisms, whose application requires a declaration and specific administrative procedures.
