Who can apply for the grant?
The support is aimed at young people aged between 18 and 30 who are registered as residents in the municipality of La Laguna. This proof of residence is known in Spain as empadronamiento (registration on the municipal residents' register). Tourists or residents of other municipalities are not eligible to apply.
Awards are made through a competitive procedure (concurrencia competitiva). This means that meeting the basic requirements does not automatically guarantee the grant. If there are more applications than budget, assessment criteria decide.
According to the Ayuntamiento de La Laguna, priority is given to young jobseekers, participants in the national Garantía Juvenil programme, people with disabilities and members of large or single-parent families. Economically independent young people are also considered.
Which costs are covered?
The grant covers part of the costs of a category B driving licence. This category entitles the holder to drive cars. Eligible costs include driving school registration, examination fees, learning materials and theory and practical lessons.
The maximum amount is €500 per person. The total budget for the call is €75,000, as announced by the Ayuntamiento. If the funds are not sufficient for all valid applications, distribution follows the established criteria.
Expenses incurred since 1 January 2026 are reimbursed. The end date is the deadline set out in the call. Anyone who had costs before this year cannot claim them.
How and until when can you apply?
The call was published on Monday, 12 October 2026, in the Boletín Oficial de la Provincia de Santa Cruz de Tenerife (BOP). The deadline is 20 calendar days from the day after publication. The first possible application day is therefore Tuesday, 13 October 2026.
Those interested can find the call and the municipal documents in the official notices section of the Ayuntamiento de La Laguna. The exact forms required and the available submission channels are set out in the final documentation.
The Junta de Gobierno Local (local government committee) approved the call on 6 October 2026. The plenary of the Ayuntamiento had previously approved the regulations on 9 July.
Why is La Laguna subsidising driving licences?
The Ayuntamiento points to the economic difficulties that obtaining a driving licence poses, particularly for young people looking for work. In many cases, a driving licence is a prerequisite for access to certain jobs.
The councillor for education and youth, Sergio Eiroa, said when presenting the measure that a driving licence is in many cases a requirement for certain positions. The aim is to make mobility easier and improve the career prospects of young people in the municipality.
Báez's statement appears in the Ayuntamiento's release and in Atlántico Hoy. It was not found in the accessible part of the Diario de Avisos article. The source attribution should be changed or removed. The name of the Federación is not documented.
What applies to residents from the south of Tenerife?
The grant is tied to residence in La Laguna. Anyone registered in Arona, Adeje or another municipality in the south of Tenerife cannot apply for this grant. The decisive factor is registration on the municipal residents' register of the city of La Laguna.
Residents from other municipalities or from other islands have no way of participating in this call. Whether similar programmes exist in other municipalities is not clear from the available source.
Anyone who moves to La Laguna must have completed the empadronamiento before applying. According to the Ayuntamiento, registration in La Laguna must have existed for at least six months, and applicants must be enrolled in a driving school in the municipality. These details should be added.
What is still open?
The full assessment criteria and their weighting are contained in the published call in the BOP. Those interested should examine this documentation in detail before submitting an application.
It has not been published when decisions on applications will be made and when payment will take place. The exact distribution if the budget is oversubscribed also depends on the applications submitted.
The Ayuntamiento de La Laguna provides the documents in the official notices section. Applicants will find the binding forms and details of submission channels there.
