What exactly has been approved?
The Junta de Gobierno of the Ayuntamiento de Las Palmas de Gran Canaria approved the tendering process for the construction of 115 publicly subsidised rental homes on 1 October 2026. The homes will be built on municipal plot VP-03 in Pepe Gonçalvez Norte, between Calle Concejal García Feo and Calle Virgen del Pilar, in the Ciudad Alta district.
The project has a base tender budget of 22,471,112.75 euros, as reported by RTVC. The sum is financed entirely from the city council's own funds. The planned construction period is 22 months.
The approval also released the expenditure for the 2026, 2027 and 2028 budget years. As a next step, the tender is due to be published shortly on the Plataforma de Contratación del Estado. The tendering process for the construction work will then begin.
Who is responsible for the project?
The responsible councillor is Mauricio Roque, head of planning, urban development and housing. According to RTVC, he said: "The approval of this process allows the works for 115 new public homes for affordable rent to be put out to tender."
The city's Junta de Gobierno decides on the tendering process and the expenditure approval. The plot and the financing are the responsibility of the city. The actual award is to be made through the state platform for public contracts.
What does this mean for residents and newcomers?
The 115 units are intended to expand the city's public housing stock and will be offered at affordable rents. However, the report does not yet specify a concrete rent level, income limits, home sizes, allocation criteria or application deadlines.
Nor does it state whether a waiting list already exists or which documents are required. Based on the available information, no special rules apply to foreign residents. Applications will only be possible once the responsible body publishes the specific access requirements and the procedure.
Visitors and tourists will not see any immediate changes as a result of the project. No road closures, new prices or changes to short-term rentals have been announced.
How does the project fit into housing construction?
This project adds to more than 400 homes already under construction in Tamaraceite or León y Castillo, as reported by RTVC. In addition, the project for 240 further homes in Las Torres is being advanced. This is being developed in cooperation with the Consorcio de Viviendas de Gran Canaria through the Consejería de Obras Públicas e Infraestructuras, Arquitectura y Vivienda of the Cabildo de Gran Canaria.
In the city's 2025 subsidy plan, 1.7 million euros was initially earmarked for the same 115-home measure. This amount was listed as a political or budgetary measure and does not correspond to the construction tender budget mentioned later.
In parallel, the city planned 152 homes in Calle Doctor Alfonso Chiscano Díaz, with 6.3 million euros in the 2025 subsidy plan, particularly for families from the Las Rehoyas regeneration area.
What other projects are there on Gran Canaria?
What is confirmed is only that the Consejería on Gran Canaria is advancing "cerca de 900" homes in execution, planning and completion (Gobierno de Canarias, 26.01.2026). The 7 homes in Caideros de Gáldar are also documented (ICAVI page).
The regional government awarded or planned additional subsidised housing projects, including 168 homes in Casablanca III with a tender budget of 29.2 million euros and a 30-month construction period.
In Calle León y Castillo, 27 homes were started with three million euros of regional funding on a municipal plot. A further 74 homes in Tamaraceite Sur were earmarked with eight million euros.
What remains open?
Still open are the exact date of the tender, the deadline for bids from construction companies, the award and the name of the contractor, as well as the actual start of construction. The RTVC article of 01.10.2026 does not name a construction start date.
If carried out as planned, completion would follow from the 22-month construction period. The later rules and deadlines for rental applications have also not yet been published. The available primary sources do not yet mention any tender for the homes, allocation criteria or application deadlines for this specific development.
