Where will the new homes be built?

The 115 homes will be built on the city-owned plot VP-03 in Pepe Gonçalvez Norte. The site lies between Concejal García Feo and Virgen del Pilar streets in the Ciudad Alta district.

Mayor Carolina Darias presented the project on 5 October 2026. She was accompanied by Mauricio Roque, the councillor for planning, urban development and housing, and Betsaida González, the councillor for the Ciudad Alta district.

Also present were Nieves Martín, the general coordinator for planning, urban development and housing, and Manuel Ángel Hernánez, the managing director of the municipal company Geursa.

How is the project being financed?

The tender budget is 22,471,112.75 euros. The city of Las Palmas de Gran Canaria is financing the construction entirely from its own municipal funds.

Darias described the scheme as "financed exclusively with municipal funds". She called it an "extraordinary and exceptional measure", as a municipality is financing housing construction on its own.

What sizes of homes are planned?

The homes are divided into five types: 10 homes with one bedroom, 27 with two, 67 with three, nine with four and two with five bedrooms.

The living areas range from 44 to 128 square metres depending on the type. Five of the four-bedroom homes will be specially adapted for people with reduced mobility.

These adapted homes have corresponding parking spaces assigned to them. The project also includes 135 car parking spaces, 19 motorcycle spaces and 139 storage rooms.

The garages are spread over two levels beneath the platform on which the buildings stand. They have the necessary infrastructure for charging electric vehicles.

What does this mean for residents and newcomers?

The homes are intended to expand the municipal supply of public rental housing at affordable conditions by 115 households. However, the city has so far not published any rental prices, income limits or allocation criteria.

Neither residents nor foreign residents or visitors can currently submit an application. No application deadline or application office has been named either.

According to the information published so far, no special rules apply to expats. Likewise, no changes have been announced for holiday guests, visitors or road traffic.

The report concerns a construction and procurement process, not a housing development that is already ready for occupation. Anyone interested in public housing should follow the publications of the city and the Instituto Canario de la Vivienda.

How energy efficient will the buildings be?

According to the energy qualification documentation, the buildings achieve the highest class A both in consumption of non-renewable primary energy and in CO₂ emissions.

Operational emissions are 0.00 kg CO₂ per square metre per year. Each home will receive an individual aerothermal system for hot water production.

This system covers around 65 percent of demand with renewable energy from the air. A photovoltaic system for electricity generation and self-consumption will be installed on the roofs.

Estimated annual production is over 52,000 kWh. The design also improves thermal behaviour, uses daylight and reduces the need for air conditioning.

What open spaces and access routes are being created?

The configuration of the plot allows for a new open space along Concejal García Feo street. This is intended as a transition zone between the existing buildings and the new blocks.

The open space will include vegetation to overcome the height differences of the terrain. An urban garden, a children's play area, seating areas and a viewpoint are planned.

The project is integrated into the Sistema General of Parque de La Ballena. This strengthens the connection between the new development and the surrounding open spaces.

Step-free paths lead from the public road to the entrances, homes, storage rooms and garages.

The homes have living-dining rooms, kitchens, utility rooms, bathrooms and storage space.

How does the local housing market fit into this?

The city said that almost 400 homes are currently under construction. Further projects are in preparation or in the administrative process, including 240 homes near the Cabildo de Gran Canaria.

What remains open?

The contractor, the actual start of construction and the final rents remain open. The allocation rules and the date for publication of the application documents are also not yet known.

The tender was announced on 5 October 2026 on the Spanish public procurement platform. It is running as an open procedure and is subject to the rules for Europe-wide harmonised procurement.

The next identifiable steps are the execution of the tender, the selection of the construction company and then the start of construction. The city has not yet given binding dates for these.
