What exactly is being built in Santa María de Guía?
The development is being built on plot 7 in Sector 2 of Pineda on Calle Sancho de Vargas, near the ITV vehicle inspection station. Plans include 45 homes with one to three bedrooms, each with its own parking space.
According to ICAVI, the project also includes storage rooms, a communal courtyard and solar installations. The homes are later to be offered as social or affordable rental housing.
According to La Provincia, this is the first public housing development of its kind in the municipality since the 1990s. The developer is the Consejería de Obras Públicas, Vivienda y Movilidad, the regional ministry for public works, housing and mobility, under minister Pablo Rodríguez.
Why has the project been delayed by almost six years?
The plot was transferred by the Ayuntamiento de Guía back in January 2021. Site servicing was completed in March 2023, supported by a grant of 360,000 euros from the Consorcio de Viviendas de Gran Canaria, the island housing consortium.
Technical approval was reported on 16 April 2025; the government page was updated later. On 8 October 2026, the start of the urgent procurement procedure was finally announced.
The available reporting does not set out in detail the reasons for the long delay between the land transfer and the tender. What is clear is that the procedure is now to be carried out with urgency.
Who is financing the 45 homes?
Funding comes from Programme 6 of Spain's Recovery and Resilience Plan (PRTR). The money originates from the European Next Generation EU fund.
Programme 6 is intended for the construction of energy-efficient homes for social or affordable rents. A detailed breakdown of costs between the regional government, the Cabildo and the Ayuntamiento has not been published at this stage.
The 45 homes in Guía are part of a joint tender package for 126 public homes on Gran Canaria. The estimated total value of this package is 26,258,717.45 euros excluding IGIC.
Who can apply for a home later?
The future homes will be allocated to people or households registered in the Registro Público de Demandantes de Vivienda Protegida de Canarias. This is the public register for applicants for protected housing in the Canary Islands.
ICAVI's general requirements include registration, residence in the Canary Islands for the required periods and a connection to the municipality through place of residence or work. Anyone who already owns another home is excluded.
Specific income limits, rent amounts, application documents and deadlines were not mentioned in the available publications. An application period has not yet opened.
What other homes are being built on Gran Canaria?
The same tender package includes two developments with 26 homes each in Gáldar, 29 in Santa Lucía de Tirajana and 126 homes in total; the 29 in Santa Lucía comprise 21 homes in Casa Pastores and 8 on Calle Severo Ochoa. Together with Guía, that makes 126 public homes on Gran Canaria.
In the Programme 6 planning, the Gobierno de Canarias also lists two further developments with 26 homes each in Gáldar. In Santa Lucía de Tirajana there are 8 and 21 homes.
What remains open?
Not yet decided are the award of the contract to a construction company, the start of construction and the construction period. The final rents and the conditions for applications have also not yet been set.
No concrete completion date had been published by Friday 9 October 2026. Nor is there a deadline for interested parties.
No new rules, closures or restrictions have been announced for visitors and holiday accommodation owners. The measure concerns construction and later rental, not tourism.
