Buy or build: up to €15,000, but only 13 full grants
The notarial deed must be signed between 1 January 2026 and the last day of the application window, a mortgage must cover at least half the cost, and applicants may not own another home anywhere in Spain. There is no income limit. Example: someone who bought for €180,000 needs a loan of at least €90,000. The arithmetic: 200,000 divided by 15,000 is 13.3. If there are more valid applications, all are cut by the same coefficient; with 20 applications at the maximum, each would get €10,000. Co-owners receive the share matching their stake. The grant is once in a lifetime, and anyone who sells or lets the home within five years without permission must repay all of it.
Rent: half, up to €300 a month
Example: a 28-year-old paying €600 rent receives €300 a month, up to €3,600 for 2026; for a €450 room it is €225 a month or €2,700 a year. The rules set no cap on the rent itself. Applicants need a regular income for at least six months of the year and income of up to €25,200; the limit rises to €33,600 with a disability of 33% or more in the household, gender violence or large-family status. Rooms are eligible; there is one grant per contract, split between co-tenants. In round numbers, €650,000 covers about 180 maximum awards; beyond that, awards are prorated.
Renovate an empty home: up to €30,000, ranked by points
The third line is for owners, companies included, whose home on La Palma is not their main residence. Works up to €20,000 are paid in full; above that, €20,000 plus 25% of the excess, and from €60,000 a flat €30,000. The Cabildo gives its own example: €30,000 of works yields €22,500. Works since 1 January 2026 count. Here applications are ranked: up to 100 points for habitability, accessibility, energy, building age and number of bedrooms. In return, clause 13 requires five years of residential letting, no holiday letting and a rent within the state rental reference-price index.
The deadline: 15 working days, and where it runs a day longer
Under Article 30 of Ley 39/2015, weekends and public holidays do not count. Our count from Tuesday 22 September: 4 days to 25 September, 9 to 2 October, 14 to 9 October; 12 October is the national holiday, so day 15 is Tuesday 13 October. But Article 30.6 makes a day non-working if it is a holiday in the applicant's municipality or at the seat of the deciding body. According to the Canary 2026 local-holiday order (BOC no. 165/2025), Santa Cruz de La Palma has none in the window, but three municipalities do: Tazacorte on 29 September, Barlovento and Breña Baja on 7 October. Residents there have, by our count, until Wednesday 14 October.
Why the Cabildo is paying, and an objection from inside
According to the Canary government (August 2025), compensation went to 1,415 people for 800 main homes buried by the Tajogaite volcano in 2021. Across the Canaries, the Consejo de la Juventud de Canarias put the youth emancipation rate at 14.1% in the second half of 2024. The calls give no island figures. One note in all three resolutions stands out: on 2 September the Cabildo's comptroller objected that housing is a matter for the regional government. A presidential decree settled the disagreement in favour of the grants. This article is not legal advice.
